The church council shall provide for planning and implementing a program of nurture, outreach, witness, and resources in the local church to enable the church to fulfill its’ mission and develop disciples of Jesus Christ. It shall provide for the administration of its organization. It shall envision, plan, implement, and annually evaluate the mission and ministry of the church. The church council shall be amenable to and function as the administrative agency of the Charge Conference.
Supports, strengthens, and respects the pastor(s), staff and family(s). Promotes unity in the church. Confers with pastor & staff prioritizing use of time, skills, and gifts for the effectiveness of mission and ministry of church. Develops job descriptions and titles for pastors and staff in cooperation with the senior pastor. With Pastor, recommends to church council a written policy and procedures for for hiring, contracting, evaluating, promoting, and dismissing staff who are not subject to appointment. Until such a policy has been adopted, the committee and the pastor shall have the authority to hire, contract, evaluate, promote, retire, and dismiss non-appointed personnel. Submits salary recommendation.
Supervises, oversees & cares for all real property owned by local church and of all property and equipment acquired by the local church, according the Discipline. Shall not prevent or interfere with the pastor in the use of said property for religious services or other proper meetings or purposes. Directed by Charge Conference, receives and administers all bequests made to the local church; receives and administers and invests all trust funds.
Gives stewardship of financial resources priority through the year. With Church Council, finds creative ways to promote tithing and giving as disciples with an attitude of generosity. Compiles complete annual budget for the church & submit it the Church Council for review and adoption. Develop and implement plans to raise sufficient income to meet the budget adopted by the church council. Provide for annual audit of the financial statements of the local church and all its organizations and accounts.
Oversees Christian Education and spiritual growth ministries. Provides means by which church develops and nurtures disciples of Jesus Christ, giving attention to worship, Christian formation, membership care, small groups, and stewardship. Attention must be given to the needs of individuals and families of all ages.
Enables church to live out its’ mission & discipleship; giving attention to local and larger community ministries of compassion, justice, and advocacy (Including missions, camps, campus ministry, religion and race, and the status and role of women).
